Waters was three-star prospect in the 2019 recruiting class and a standout at Fairmont (N.C.). During his high school career, Waters totaled 2,703 yards receiving, 1,320 yards rushing, 834 yards passing and 55 total touchdowns.

He’s a four-star transfer prospect, No. 3 transfer running back and 40th-overall transfer player according to 247Sports.

Waters is the third four-star transfer prospect to commit to State in this recruiting cycle, joining former Coastal Carolina quarterback Grayson McCall and former Connecticut tight end Justin Joly. With the addition of Waters, the Pack now has new offensive weapons at every skill position on offense to surround McCall next season.
